Harris County 311 is described by the county as its primary phone and web-based resource for government information and non-emergency services. The system is available to constituents and guests outside the City of Houstonโs jurisdiction and throughout unincorporated Harris County. The county says residents can use it to report issues such as potholes, traffic obstructions, and road closures, with service categories designed to help route reports to the right place.
That matters in Cypress because many neighborhoods are not inside an incorporated city. For homeowners, the question after spotting a pothole, drainage concern, storm debris, or road hazard is often not whether to report it, but where to start. Harris County 311 is one practical answer for non-emergency county service requests.
Residents should still use 911 for emergencies. But for routine road and neighborhood service problems, saving the Harris County 311 link before it is needed could make the reporting process less frustrating.1
